Urias S. Goll

Attorney Urias S. Goll is an Associate Attorney at CMB. He has over thirteen (13) years of experience as an energy, environmental, natural resources, and legal practitioner and is licensed to practice law in the Republic of Liberia.

At CMB Law Group, LLC., Attorney Goll leads the energy, natural resources, and environmental practice. He possesses a strong understanding of contract drafting and negotiations for petroleum exploration, mining concession, and agriculture concession. He is versed in negotiating and formulating international environmental agreements (MEAs), Power Purchase Agreement (PPAs), community rights and land tenure design, public health law, the gazettement of protected areas for conservation of critical biodiversity, rights-approach to natural resource governance, and the legal and institutional complexities of setting up  REDD+  (reducing emission from deforestation and forest degradation) programs.   He also possesses technical skills in climate change policy and strategy formulation, community-based adaption, environmental valuation, environmental and social impacts assessment (ESIA) and stakeholders (community) engagement, environmental reporting and analysis, and benefit-sharing mechanism for natural resources.

He currently serves as Assistant Professor at the University of Liberia Graduate School teaching Environmental Justice and Environmental Law and Policy.

Attorney Goll formerly served as Legal Consultant for the set-up of the Liberia Petroleum Regulatory Authority (LPRA) and later transitioned into the role of General Counsel. Prior to that, he served as local counsel for the team, set up by Conservation International, to amend and redraft the National Wildlife Law. Prior to entering the legal profession, Atty. Goll served as coordinator of the National Climate Change Secretariat, Coordinator of the National Energy Steering Committee, and Deputy Executive Director of the Environmental Protection Agency of Liberia.

He received his Bachelor of Science (BSc) degree in Biology from the University of Liberia (2008), a Master of Science (MSc) degree from the University of York, England (2010), and a Bachelor of Law (LLB) degree (as valedictorian) from the Louis Arthur Grimes School of Law at the University of Liberia in 2018.
